Is there anywhere that i can pre order, and pay on the spot? instead of pre ordering and they take it out of my account whenever they want?

Amazon. Tax free, free release day delivery, $10 future game credit too. They won't fully charge you until it ships.

Now, "release day delivery" = whenever UPS makes deliveries.
