interesting umm design study?
no info on the car exists but I believe this might be the now defunct Lemans racer BMW was tinkering with.

you think the rear wing doesn't do anything?

This was not a car done up by someone. It is an actual BMW race car that BMW was thinking about entering into Lemans.
