I've never seen it. but i'm not that much into bikes

It's been around for a bit now. It's a good idea, I don't know why auto manufactures didn't do this earlier. It would save on brake pads, rotors and create a lot less heat.

yeah it's a very interesting idea. specially the cooling part.

i would imagine the wheel would have to be designed for it, etc.

I would imagine it is more material, so it's probably more expensive. Looks like it's mounted to the inner side of the rim instead of the hub area... so like DakarM said:
