I bet he's still in Baghdad, but hiding out in a highly populated residential area, far away from military targets. He knows that the coalition wouldn't raid in the residential districts.

He's either severly wounded or dead.... otherwise he'd show up on TV and deliver his own messages instead of having one of his officials deliver it for him.... just my guess
