But what was so shocking that Spiro called it "pretty scary if true"?

I'm not sure how I feel about the nytimes article saying 36 billion gallons were spilled in the iraqi/kuwait conflict. Seems off by a factor of 1000. That makes this particular spill much more severe than this article makes it seem.

Hurricane season is coming in a two months. Doesn't get real active till around August.
