Then tell me why a guy I know in TN was on a web board like this and they blocked his IP and he went to another guys house who was running bell south too and it wouldnt let him on, said the IP was blocked.


Yes the last 3-4 number if an IP is different but the ISP numbers eare the same so if you block one person on one ISP then you block everyone useing that same ISP.

You can either block a person using their unique IP or just block a whole locality. So in essence you answered your own question, but my point is you made the statement people can have the same IP.
