So my toilet was beyond fucked and I went to turn the shutoff valve off and now it is leaking ALL OVER!!!! AND the emergency plumbing service isn't answering.

WTF!?!?!?!? Who knew that a simple turn of the valve would cause it to fucking go ape shit!

Did you shut off the main line?

The toilet valves get corroded and the shaft usually snaps. Thats construction grade ball valves for ya. That's why I chose to solder on threaded 1.4 turn valves on every line in the house. Fuck compression fittings.

Today I get to mess with it...No go on shutting off the main for now as I live in an apartment complex and don't know where it is...

Nope...I called the plumbers and they said to push and force the valve closed...I read that if your shutoff valve hasn't been touched in a long time the attempt at closing it can snap the washers and cause it to leak at the handle. I am about to attempt tightening the pressure nut and try that.
