Thats a good looking dog. I would run an ad on Cl asking for description of animal just in case the owners are looking for him. I would put money that he is a pet from the way he looks to have been cared for.
If no replies then take good care of him, he is a gorgeous animal for sure

There's a lady in my building who has a little tripod Westie. It gets tired after she takes it for a walk so she picks it up and carries it in the elevator back up to her apartment. That thing is too damn cute.
