Cost me $80 to ship 2 boxes of 15's with tires from SD to TX through FedEx. Paired them up, roped together, extra cardboard used to 'box'/reinforce the corners and pad the ends, lots of packing tape, low psi. Im sure if wheels and tires can take potholes, speedbumps, roadkill, etc... they can take a few hits, kicks, and throws from FedEx/UPS workers.

Putting them in boxes is unnecessary IMO.
That's how I've gotten wheels with tires mounted shipped to me. No problems, just make sure to use good tape and go from cardboard to cardboard.

it shouldn't cost more to ship them from a retail store, they don't upcharge that. only usps, because it isn't their own service.

Try Greyhound Bus shipping. Cheap, gets there in a few days

I've heard its cheaper to fedex by boxing each individually

According to FedEx its a FedEx staffed FedEx Express Ship Center. Basically the distribution center where all the delivery trucks call home.
