Does anyone know how to tell what portion of liabilities and assets to use when calculating RNF?

u can tell what portion of liabilities and assets to use is based on the equation. the liabilities is anything that is not part of the assets. the assets is anything that is not part of the liabilities.

u find this out when u calculate the required new funds.

So if it says no change is scheduled for common stock and retained earnings, that means you do not include it in liabilities?

yes that means you do not include it in the assets.
