A lady I know used to work for an insurance agency and told me that they didn't see it unless they have a reason to pull up your file. I got a speeding ticket 3 years ago and my rates have only dropped. If you're speeding then you're speeding. If you didn't see the sign but it IS there, then that sucks. I wouldn't fight it.
