Printing an image from internet
so I'm looking into printing this image.

the image is 3587X485... what would be the max size for an acceptable quality?

Because he likes it and wants a large print to make a framed picture out of probably.

That's a long skinny picture 7.4 to 1, if you were to make it 40" long (about a meter) it would only be about 6" tall (a little over 15cm).
With those givens I wouldn't want to make it any more than 9" tall(~22cm) that would make it about 66" long (163cm long) It would have enough resolution for this.

For a framed print, you're gonna want a lot more than 100 DPI.
A good quality framed print is produced at 1400 DPI.
Your average newspaper is printed at 200 DPI.
If you're serious about framing a copy of that image, I'd email the shooter and see if they'll sell you the original.
The file you've linked us to is going to max out at about 20 inches by 3 inches, and that's if it is resampled to 300 DPI.
