high in HC is excessive unburnt fuel in the tail pipe.
Check air filter, ignition system (timing, spark plugs, distributor rotor, plug wires), make sure o2 sensors are switching lean to rich properly, coolant temperature sensor reading properly (should read around 180-200'F fully warmed up). There would be other things you could check but those are the ones I'd check first.

it's more than likely the cat. You can get a universal installed for like 150 at some of the homie shops in chula juana or just go hit up eddie. Smog and lunch.
PS, did you fully warm up the car prior to the test?? That make a HUGE difference. I usually dog out the car for a good 15 minutes and prior to the test, I'm in the parking lot keeping the enging revved at 3k for at least two minutes before getting on the rollers.

a year ago when i was having my muffler fixed
the guy told me that i was running rich!
by the time u get to la, the cat should be nice and hot. lol. if ur serious, come up on any saturday and lemme know. ill meet u there to make sure it gets done and safely.
