Default PSU issues? v. computer krew

Built a computer for my brothers friend, but it didnt power up when he took it home. We ordered a new PSU, have it plugged in and such, and the mobo light is one.. but when we go to power it up, the fans will spin real briefly (dont spin very fast) and then it stops.

Any input?

update: as per this link http://www.hardwareanalysis.com/content/topic/60283/ I checked the fans, and every fan but the PSU fan is spinning..

Brand new mobo? check the CMOS or CMOS reset jumper. Sometimes from the factory they can come a position that just resets the cmos when you power on. And you have to change it's position. Had that happen to me once. If that fails, check to make sure all the standoffs that the motherboard are sitting on are in the correct location and one is not shorting the motherboard out... had that happen too.

Brand new PSU, the kid told me before he switched it out, he noticed the old PSU that came with the case acting the same way, so I told him to go get the old one while I look into this.. thing is, it worked perfectly fine after I put it together, installed the OS, installed drivers, rebooted several times, worked absolutely fine till he called me the day after and said it wasn't powering up.

I'll check the mobo regardless.

yeah - that sounds like several of the mobo issues I've had in the past. Sometimes if it got a small dose of a static charge, it hurt a component, but didn't kill it (just caused gate leakage or something) and now it's shit the bed.

Argh, so we're gonna need a new mobo? This is gonna suck.. I told him I'd build him one instead of letting him buy some crap rig from Costco, and now this is nothing but trouble. It's been more than 30 days, so he's gonna have to buy a new mobo outright I assume..

get a voltage meter and measure output on the psu first b4 buying another mobo

google it... there is a way to just test a psu by jumping 2 pins on the mobo connector of the psu.

Yeah, definetly test the PSU and try a couple others, but if they test fine, and the machine does not do anything on power up... 90% chance of mobo failure. Especially if it powers up, but to power it down you gotta unplug it.
