Is there a folder called i386 somewhere on the C: drive? If so, that should be an image of the Windows CD. Burn it to a CD and use that to format and re-install.

There's like 20 of those folders. Which is the right one?

c:\i386

just copying it to a cd wont make it bootable. you'll need a program like nlite to do so.

you probably have a recovery partition on your HDD....and sometimes there's a way to make a recovery CD (on Dell's there is). You can use that to reformat.
