Default problems with electricity

I noticed the lights are flickering like crazy at any time. My cable modem just reseted itself three times in the last 30mins and the monitor turn off/on once. This is probably what killed my cable modem last month.

I already told the landlord to call an electrician to check all the connections in the meter, panel, breakers, for loose connections but she is fking cheap and won't do shit.

What should I do? She called Con Edison the electricity company but I don't believe her.

Plug something in that will draw too much power and shut the whole building down.
