photography crew. v. random people
I think it's better to have the camera at your hip, and approach them first. You might wanna start with people who LOOK like they want their picture taken, guys on their skateboards or a group of girls in a bar. As for quick snap and shoot on the random tip, I don't like to cause people discomfort like that.
Venice beach with the big lens. Just random. o: I like the blurring I was going for in the background.
100-400mm lens @ Venice Beach. I was trying to pop out closer objects and blur out the back. I think the guy in to the far right in the second picture was toking on a one-hitter. o:

Anyone can "snipe" someone from a distance. But you'll notice your real vision showing when you can almost touch your subjects

In the first picture what's in focus are the two kids. In the second pic, I focused on the group of guys in the middle. The guy in the red and black Adidas jacket. They are in focus, and what's in front of them and behind them is blurred.

John is right about the legality issues, but I personally have an issue with courtesy. If they are going to be a main focus in your shot, I personally would ask. I wouldnt want people taking pictures of me. I mean when people do, they usually ask. Because I am so fine.
