Default USB HDTV Tuners?

I'm planning on getting my dad one of these for his birthday... my roommate has one that he bought a few years back, and he showed my dad how it works, and he really wants one.

I'm kind of lost on these... any brands to avoid? What do you guys use?

sidenote:

is there a way to convert my monitor to coax? i want to plug in our dish network but my monitor is only dvi/dsub/hdmi :0

They're pretty neat, the only thing i don't like is the fact that i can't use it to capture video from like a xbox or whatever. What type of PC/Laptop does the user have Scott? I think USB ones require a little power since alot of the encoding i believe is done with the processor and such instead of on the card itself. I thought i read that somewhere but i could be completely wrong.
