It starts off as a celebration but enthusiasm quickly dies down and the drunks get bored and start being destructive. The mob mentality chimes in and starts cheering, giving positive reinforcement to those that are being destructive. As time goes on it gets more and more destructive until someone steps in and calms the crowd down. In this case, it was two school busses full of SWAT.
