Electricity goes the path of least resistance to close the circuit. As long as both prongs are in the flesh of the suspect, then it will arc entirely between those two prongs. You would only get electrocuted if you were a ground in that situation.

except in this case the guy is obviously being placed into a cell, hes now in the hands of jailers ... power is the biggest thing that the jailers have over criminals. they are hard asses and ball busters because they have to be, these people are criminals and the only respect they understand is toughness.
my ex's dad is a corrections officer and believe me he's that type of person, but when you deal with inmates and felons all day thats the attitude you have to take. its HIS house and you go by his rules or he shows you what happens

Exactly. Unless you touch them inbtween where the probes are you wont get shocked.
