Is 16 gallons too small for a Aquarium?

No. I don't think it's too small. Nice tank.
I've heard if you wanna go saltwater, boing bigger would be better.

Well this goes for fresh water too, but even more so for marine... the smaller the tank the more pronounced the chemical changes in the water and the easier it is to kill stuff. So if you're not experienced, starting out with a bigger tank would probably be a good idea... also looking at that aquarium, looks like it would be difficult or impossible to do a sump.
Just wait for the regular aquarium crew to post or search (there have been a couple threads in the last few months)... there are really great and informative links and faq's that you should read. I just don't remember what they are.

Small tanks are fun. I'd actually like to get one of those Nanocube type tanks that have filters and everything built in. I'm really tired of having an old glass tank with hang-on filters and other crap.

Yes, the Nano Cube really is better and I think I seen one that was 28 gallons...

Just don't put any 20" pike in it and it should be fine.
