Canada or Mexico?
Oh yea. Both have their advantages. I live in the US, but I still want to live in Canada when I retire, Montreal specifically. It's an amazing city and it the country has its benefits.
But honestly right now at this age, I'd be torn between the two for one the culture and the latter for the cheap shit and the weather.
I guess living in Florida DOES have its middle of the way benefits.

Nah. In the popular ares they speak English... (resorts for Mexico.)
All of Canada including Montreal but excluding the rest of Quebec, speak English. The "french" in Montreal who don't speak English do it by choice, but ehy understand and can communicate. Ask Tark. Not sure about Mexico, but even in Montreal, if you make an SLIGHT effort to speak in French they will be excepting!
