Yeah it really depends on the computer. Some don't even need fan cooling so there is no incoming air flow. Or the environment isn't dusty.

Straight submersion mineral oil works awesome for moderate load cooling. They aren't good for high load cooling, as the high load can saturate the temperature of the oil.
