Iraq has no refineries so how exactly does that price work out

I filled a van up in Fiji and it cost me $70 and this was in about 88-89.

I had it backwards they pay .05 a gallon now.:doh:
And They do have some refineries
but not enough to keep up with demand.
Widespread gasoline shortages have led to rationing gas over there.
And the reason why it's so cheap over there is due to price control on gas.
