shouldn't it be just 14 in the bus and the rest in the backpacks?

14 for the girls plus 2 for the driver so 16...

the backpacks are in the bus, therefore the legs are also in the bus.

Bus driver was never mentioned, bus could be at a stop/parked.

But the wording said "how many legs on the bus" and failed to mention the boys or driver. Seems like you need that information for an accurate assessment.

THe only trick I thought of was adding 2 for the bus driver to the final answer.

The wording shouldnt make a difference because thats how people speak these days.

Well it also doesn't mention anybody else but we can't just assume there is anybody else aside from the mentioned people.
