WTF is a bolt on?

AT&T offers :
PDA Connect Unlimited data usages plus 1500 integrated Bolt-on for PDA devices only.

but WTF is a bolt on?

A bolt-on refers to it being connected to a primary voice plan of at least $39.99.

1500 integrated probably is meant to be assumed as text messages. that makes sense, then. it's saying you can only get that plan with a valid voice plan.

Question....I formerly had a Razr, now have a Treo 750...all the sudden I cannot send or receive picture messages. Any ideas??? I know I need to upgrade to the 3g simcard for internet...but the pic message thing is puzzling me.
