Very quickly, if the area is monitored. They check wave height, and they are produced almost instantly after the earthquake. It'll be created depending on the amount of water is displaced at the plates, not by the amount of energy created. THe max that a plate can move I believe is around 30 or so feet, and tsunami's created by earthquakes will only be that height max.
