Ive been pepper sprayed before (4 years ago) and I can honestly say it wasnt as bad as I thought it was going to be.

That doesn't make sense to me..
So they use the one that does the most harm, instead of the one that just makes it harder to breathe? Thats good.. More chance of someone becoming seriously injured by it.
Or am I just confused about that?
All of Mace´s products now are either straight OC Pepper Spray and /or OC /Tear gas combinations or foam. Don’t get Mace confused with Pepper Spray. MACE (the actual chemical compound) has not been used for 15 years. Unlike pepper spray Mace will NOT cause inflammation of the capillaries causing temporary blindness, nausea, cut off all but life support breathing and create a very strong burning or stinging sensation. It is important to note that Mace is also a brand name.
Or am I just confused about that?

You got it. MACE the chemical compound can be sprayed on someone and didnt always work, in the case of druggies and just big people who can stand it. Wasnt as effective... and might as well do it right if the situation comes to it.
