Could be poor maintenance though, not the civil engineer who designed it. Something similar happened in Montreal up here but on a smaller scale, and it was because of poor upkeep.
It said it was under construction so maybe they took something apart which affected its structural integrity?

in montreal it was a over pass but yes poor upkeep was the reason.
i think we (both canada and USA) will see alot more of these things happen. the roads are getting old and budget retraint make it difficult to maintain the 50 year old bridges.
