If you want to reuse your AGP card and ram you are probably going to be looking at a slightly older AMD 939 board. Which are still awesome and yes support dual core AMD chips.
I don't think Core 2 Duo's can support the old DDR400, and even if they did you'd be bottlenecking your cpu so much it wouldn't be worth it to have bought it.
You might be looking at something like this: http://www.newegg.com/Product/Produc...82E16813157097
ASRock is Asus's child company. Not as good as Asus, on the hole, but decent.
edit: depending on if you play vid games or not, you'll have a lot more choices (and can still keep the DDR400) if you upgrade to PCI-E

but i suggest right now if you could some how wait a few more months to upgrade? DDR3 memory is soon to be out along with amds AM3 socket, when ever they port over a cpu from a different socket it usually gets cheaper AKA my 3800+ x2 (no longer have, gave to a friend) was $300 when it first came out, then reduced to 200 then ported to the am2 socket at 120 and now i cant even find that model its only 4400 and up

AM3 chips will be useable in AM2 boards.

Unless he's really wheeling for performance, he'd be wiser to save some bucks and go with AM2 and have an upgrade path or save even more and go with 939 with less of an upgrade path.
edit: AM3 isn't for another year yet anyway

Absolutely not, do not buy a Foxconn motherboard. You will regret it.
