They're a Taiwanese company that is the "hardware platform partner" for Windows CE and Windows Mobile.
Most of the Pocket PC's out there sold under various brands are all actually built by HTC and badged as Dell, HP, etc.
They got into cell phones and do those too. Cingular 8525 and such are all made by HTC.
