Target: XB360 MadKatz MC2 Racing Wheel, $17.48
I was just at Target and ran into this
http://www.madcatz.com/Default.asp?P...box_360_Wheels
MSRP: $69.99 - 75% off = $17.48 (final markdown)
Review:

8.8 out of 10.0
I took it out of the box to mess around with. The shifter is solid and the wheel is pretty heavy. It has a nice rubber coat to it too.

USB and 2 ways.
1. a table. there are suction cups on the bottom of it.
2. on your lap. There's a special couture to it, so it actually fits around your legs and sticks.
