if nothing is plugged in it's an open circuit and no power passes, but if it's completed in any way shape or form, yes it will use some power.

granted if a basic light is plugged in and it's not turned on, no you won't lose any power.

if you really really really want to know go buy "killawatt" it shows how much power is consumed on any electronic device that plugs in to a wall outlet.

Yes a 'power brick' is a transformer and yes it is always using some electricity.
