I think it was a generic term to wrap Xmas and New Years together. This way, people didn't have to write 2 cards.
Since it works for more than Xmas, it grew into a more universal meaning.

i went to macy's on saturday with my girl. up at the register, they had gift cards for sale with various "festive" designs.
half said nothing.
half said "happy holidays".
one said "happy hanukkah" in huge print.
none said "merry christmas".
heh.
