I bought a Garret airsearch off ebay for cheap (cheap enough that if it's blown, was still a good price for a core) And it has very minimal shaft play...they turbo itself looks rough but the shaft doesn't rub in any places and no fins are bent...are there specific tests I should do to the turbo before attempting to put it on my car?

no that type of shaft play will come later tonight, the turbo will come when the budget is right.

 

You can get a rebuild kit for cheap too

 

Do they come with new seals and the new shaft ect?

 

Generally, they do. However, you will need to find a shop that has experience with turbos to get it balanced.
