No, I don't think people are born addicted to anything. Addiction is a mental disorder. Similar to that of OCD.
Crack is a physical addiction. Your body physically craves the drug. The effects become mentally addictive over time. Pot, on the other hand, is not physically addictive. There's no nicotine or chemical that your body becomes dependent upon. "Stoners", or regular users, are mentally addicted (Psychologically addicted) to the resulting feeling and state of mind.
Psychological addiction is an outmoded concept predating the evidence of the presence of pathology in the brain's reward system, the medial forebrain bundle. The dichotomy between physiologic and psychological addiction stems from the confusion between the development of tolerance and withdrawal, and the disease of addiction. Also some use the term to suggest that addiction utilizing behaviors rather than external substances is somehow less "physical" than the use of drugs and alcohol. In fact, anyone who takes certain substances such as opioids or benzodiazepines will develop tolerance and withdrawal whether they have the disease of addiction or not. On the other hand PET scan evidence shows that gamblers and overeaters share the reward center pathology with those who have addiction and use drugs or alcohol.

The body is physically addicted when born if substance is introduced in the womb. Crack and heroin are exceptions because both are powerful. I just took the childbirth classes this past weekend with the wife and they touched on this subject. Was pretty interesting.
I've done it personally, for one night in my life. It's an extremely weird effect which I think is mental for the first few weeks of chronic usage. If it's around, your mind makes you do anything within reason to use. It's like a bag of chocolates. Try and eat one bite sized without grabbing a second.
When it becomes a physical addiction, your mentally at the end. You will do anything necessary to get a fix. Steal, Rob, even Kill.
Personality disorder. Some people have an addictive personality, if they get into a thing it takes them over, whether it's a drug or a behavior.

sign of weakness. there can be conditions where someone might be drawn to certain addictions moreso than others, but calling it hereditary or in-your-DNA really fails to place the responsibility on the individual
