Actually, he bought the car from some guy who moved to Sweeden. (sp?) The car still had out of state plates, registered to the previous owner. The College Campus cops are the ones who installed it, and he claims no legal procedures will follow. It's a whopping 120$ in parking tickets. The worst that could happen - when he goes to graduate, he won't get his diploma until the fins are paid.
