According to CNN news crawler, the FAA has described the aircraft as a "fixed-wing airplane."

In either case, I can see how this would happen -- if the visibilty has been as poor as it appears now. :hs:

Now they're calling it a small fixed wing aircraft, and it was flying under VFR aka visual flight rules, so it didn't have to be in contact with a tower as it flew around the city.

NEW YORK (CNN) -- An aircraft has crashed into the middle of a brick highrise residential building on Manhattan's Upper East Side at 72nd Street and York Avenue, police officials said.
The building is located near Rockefeller Center and is very close to the Hudson River. A North American Aerospace Defense Command (NORAD) spokesperson told CNN that it had not been tracking the plane.
There was no word on casualties as firefighters battled the flames that shot up from several windows on the 10th story. The Federal Aviation Administration has said a "general aviation" aircraft had hit the building.
Video from the scene shows at least three apartments in the high rise fully engulfed in flames.
