Only you can bring I-95 to a standstill for 5 miles in both directions because of road construction. Apparently, this new project to waste your fiscal year budget is of no real priority since last time I pass through 3 months ago, the site didn't move nor was there any progress.

Best of all, the 8-lane now 4-lane highway construction on the northbound is 1 mile after the tolls. So not only does traffic back up at the tolls due to poor design, but traffic is actually backing up THROUGH the tolls!

Not true, in MD their highways are relatively good and rarely have road construction that bottlenecks a main traffic corridor.
