How about use my case. Even in a nice area... low income supports the minorities and brings all sorts of trouble into the area.

Contact the city of Ann Arbor Michigan... http://www.ci.ann-arbor.mi.us/Housing/public.html

They mandate that any building in the city include affordable (subsidized housing) for low income purchase.

Here's a direction to discuss, however, you can easily write 2000 words about it:

Low-income housing reduces ambition of minorities to improve their lives.

Look into the statistics of a city (Newark, NJ would be a prime example) and see the percentage of population who live in low-income housing during a range from early to late eighties, then compare it with the number of residents still living in low-income housing from late nineties to now (or last year). If there isn't much change to the percentage, then minorities are not improving and therefore the problem lies in the socio-economics of the city.
