there is an exemption form for taxes if you transfer titles from parents to kids or vice versa. i just transfered my car to my parents without paying a single penny.

or...

add a owner to your title. put it under yours and your mom's name with an "OR" title.

Gift it. It's the truth as far as the state is concerned.

Then all she needs to do is sign the title to transfer ownership, just as if it were a sale.

put $1 as the selling price. For it to be a "legal transaction" it has have a selling price in most states. And if the lazy person at the DMV says something tell them that you bought it from your mom. And if you want to make it true, give your mom a dollar.

Btw, I bought my bike for $300. hehe

not neccessary in CA...that's the whole point of the gift option from a family member.

Doesn't the person that "gifts" the car have to pay taxes on it at some point?

even if you gift it dmv can reassess the value. i would just put $500 rather than risk the dmv reassessing the value.
