Default Since when does "Entry-Level" need 5+ years experience?

So I search job sites like Monster, USAjobs, and similar government agency career vacancies for the title "Intelligence Analyst" and get hits. Even those that say in the description "this is an entry-level position and promotion is available" say they require at least 3 years experience in the intelligence field. WTF? How would one applying to the entry-level position have 3 years experience?

So I doctor up my responses to their questions explaining that my 4.5 years of college have given me the experience necessary.

Damn I hate this.

They always put stuff like that. That's just what they're "looking for", and doesn't mean that they won't hire you. PLUS, it'll give you the experience of going on job interviews.

Oh of course I apply, but a new rule in government hiring is that applicants must meet the prescribed requirements specifically.

damn my typing is way off today.

They just say that so if/when they hire you, they can pay you less.

I would like to go back to school and get my Masters', however I don't have what they want - money. I don't want more loans either right now.

I don't have any money either... Well, I do, but I'm not going to dip into my investments... I'm going to try to get paid practicum and whatever aid I can qualify for.

That is what student loans are for.
