I just cleaned it with water and a new clean sponge and a credit card to scrape the algae.
The rocks were cleaned before too, but had been in the bag for quite a while. Maybe a little over a year.
Its a 3 stage filter and I cleaned the whole thing and replaced all 3 stages at once too. Maybe I killed all the bacteria too fast or something
My fish and turtle are swimming like they are on crack. I think I dropped some in the water too. They go back and forth in the tank and the fish digs in the rocks alot...

You killed the biological filtration by getting rid of the rock. Rock keeps the biological filtration going. Your tank is going through a cycle again. It may take up to a month depending on the size and bioload on the tank.
