I dreamed up something similar to that when I was in class in college. However, I think their idea could actually work, while mine had an inherent flaw/weakness.
My idea was to use shutters (similar to the ones on a camera) instead of valves. Seems like that would allow infinite adjustment of air intake, timing, etc. Of course, the weakness is that shutter would never stand up to the pressure of an engine.
