go to www.ati.com
go to drivers/downloads
get the Radeon drivers that correspond to the version of windows you have
redownload and install
if not then try swapping the videocard because it sounds like a faulty video card like my friend had but the driver thing you should try.

Well, I tried using a different video card and now everything works perfectly. I guess I'm gonna go ahead and get that card that I originally wanted from BB. Just thought I'd give an update and say thanks to all that helped.

no, PCI-E is relatively new so only relatively new MB will have PCI-E slots. I actually just bought a new MB about a month ago and it still didn't have a PCI-E slot. i sort of owned myself by buying that because i just went to buy a new AGP video card last week and its next to impossible to find them in stores around here.

Quick question, is there a difference between an AGP slot and an AGP 2.0 slot?

Just install the drivers, Tracey. Why spend the money when you have a perfect good card? You can even use windows update to get the drivers, at least until you get the ones from ATI. Try that first...
