Just start out slow and with a metronome. Put it on 16th notes and gradually speed it up. There are some computer metronomes out there(Or really expensive ones like Dr. Beat(300+)) that will speed it up on its own.

16th's notes on what? I just use a double bass for 16th's on the kick. As for the toms it's something that takes practice. It's no where near as hard as learning rakes and sweeps though.
