I used to have a program that you could do a bunch of different things with the startbar. Make it transparent, make a menu with all your desktop items on it and a few other things, but I frogot the name.
Does anyone have a program that will do this?

I haven't used either one of these in a long time but I think WindowBlinds and DesktopX will let you do that.

I don't want something that uses up alot of resources/memory.

Then dont' use anything. Windows takes up enough by itself without having fancy transparent menu start bars.
