TPB isn't a forum, but you may have to download it directly from their site.

not 100% sure... but i THINK you might have to register with them to get the "benefits" anyways

but they shut down.

it means that the torrent file is not allowed to use the tpb tracker... People who make torrents like to list a whole bunch of trackers in the file. Some sites require the torrent to be "registered" to use a tracker.
