which way does it go on?
is the arrow supposed to be top?

As long as the collar locks then it is on correctly, it only goes on one way.

i know it only goes on one way but it screws on and tightens
so does it matter which way the fins are sticking out? either way it doesnt block the view so i gess it wouldnt really matter?

Doesn't really matter much but generally the larger blades are at the top and bottom and the smaller blades are on the side.
