click on Start>>Run>> dxdiag
Select No if you want it to search for directx verified software

are you burning a cd/dvd?

it might be your primary and secondary IDE channels. make sure they are set to ultra dma and not PIO mode

Every format you should follow this formula rebooting between each step.

Format drive.
Install windows.
Install mobo/chipset drivers.
Install vidcard drivers.
Windows updates.

:EDIT: Are there any x's under the device manager in your system properties?
